In a major stride towards boosting international trade, 15 metric tons of dehydrated radish strips have been exported to South Korea from the Yinchuan Comprehensive Bonded Zone. This was achieved using an integrated customs declaration process, marking Ningxia's first implementation of the "in-zone direct transfer" business model. This innovative approach allows for the seamless transition of goods from non-bonded to bonded status with a simple "one-click" procedure.
In-zone direct transfer facilitates the declaration of non-bonded goods within the comprehensive bonded zone as bonded storage goods. It also allows bonded storage goods to remain in the zone under classified supervision after completing customs procedures.
Before this reform, converting non-bonded to bonded required physically transporting goods out of the zone and back in, which took about half a day. With in-zone direct transfer, all procedures can be completed within 20 minutes, offering a "one-stop" service from warehouse to port.
According to Liu Yan, head of Ningxia Yinguang Food Technology Co, whose products are primarily exported to countries like Japan and South Korea, this advancement cuts transportation costs and reduces product losses by approximately 40 percent.
Additional initiatives such as "multi-vehicle single declaration", "mixed export of bonded and non-bonded goods", and the "imported flaxseed non-designated processing inspection and quarantine pilot" have been trialed. These efforts support the growth of foreign trade industries in Ningxia, including new materials, fine chemicals, and specialty agricultural products.
