Yinchuan improves grassroots governance in pilot measures

Zhu Xiaoli has never thought of getting a "tutor" after graduating from university. As a staff member who has worked at Tonganyuan Community in Yinchuan's Xixia district, Northwest China's Ningxia Hui autonomous region for no more than three years, Zhu is a green hand, compared with her tutor Liu Lijuan who has more than 10 years of work experience in communities.

Zhu served as a Party branch secretary of the community while Liu iss the Party chief of the Gongxiang Community in the same district. Zhu has called Liu her master instead of "Secretary Liu" after she became her pupil on May 12.

It was part of Xixia district's efforts to improve the quality of young and newly-appointed community officials. The pilot program enables 42 green hands like Zhu to receive tailored guidance from 39 experienced masters of community-based governance.

The young cadres are well-educated fast learners with a passion for work, but they lack experience of working at grassroots communities and communication skills with local residents. However, their imperfections are just where the senior community workers show their own advantages.

According to an official from the organization department of the CPC Xixia district committee, the tutorial system will gradually motivate the young cadres to play a more dynamic role and help improve their competence and skills.

After the pairing-up meeting, Liu came to Tonganyuan community and gave detailed guidance to Zhu and her colleagues.

When Zhu asked Liu how she could be a more professional community worker, Liu said the passion for the job is a necessity, adding that experience can be gained from the tutor but the professional knowledge, laws and regulations should be learned from textbooks.

Shang Tao, a worker at the Wenchang Road Sub-district said that Party building in communities can be enhanced by various measures, such as the paired-up tutorial system and offline collective learning groups and training programs.

Shang said the sub-district has six tutor-pupil pairs and four communities adopting the tutorial system. All the newly-employed young cadres and communities with weak governance there are covered by the paired-up support program.

Xixia district has expanded the tutorial system to 80 percent of its sub-districts.

Ma Lan, one of the pupils from Huanghua village in Xingjing town, said she will value the opportunity to learn more from her tutors through a positive attitude and hard work so as to grow into a more professional worker of grassroots governance.
